When should I begin 11-digit dialing?
Starting April 1, 2002, you may begin dialing calls within the same are code using 1 + the area code + the 7-digit telephone number. This will help you become accustomed to the new dialing pattern for calls in New York City. On February 1, 2003, all New York City calls made within and between area codes must be dialed using 1 + the area code + the 7-digit telephone number.

What is the new dialing requirement for resident and business customers in the five boroughs of New York City?
Beginning February 1, 2003, New York City customers (212, 718, 917, 646 and 347) must dial 1 + the area code + the 7-digit telephone number to complete local calls within the same area code. For example, a call placed from a 212 area code to another 212 area code will require that you dial 1 + the 212 area code + the 7-digit telephone number.

How should I prepare for 1 + 10-digit dialing in New York City?
Now more than ever, when you give someone your phone number be sure to include your area code. This includes business cards, stationery, advertising signage and voice messaging systems. Think of your phone number as a 10-digit number. This helps ensure your call is connected correctly. Dialing 1 + all 10 digits will help ensure that your call is completed.

How are wireless numbers affected?
Please contact your wireless telephone provider or pager service provider for appropriate dialing instructions.

Will calling rates be affected?
No. New York City calls within the same area code or between area codes using 1 + the area code + the 7-digit telephone number are still local calls (212, 718, 917, 646 and 347). When making calls to the same area code or between area codes in New York City, dialing 1 + the area code + the 7-digit phone number is the best way to ensure your call will be connected. Calling rates are not affected as a result of this change. A local call is still a local call.

What about dialing for 9-1-1 Emergency Service, 4-1-1 Directory Assistance and 7-1-1 Relay Service?
You should continue to dial 9-1-1 for Emergency Service, 4-1-1 for Directory Assistance and 7-1-1 for Relay Service.
