On February 13, 2008, the Public Service Commission of West Virginia (WV PSC)
issued an order (Case No. 00-0953-T-PC) that adopted an all-services overlay plan
for the 304 Numbering Plan Area (NPA). The 304 NPA covers the entire state of West
Virginia. Under the overlay plan, all local calls dialed from West Virginia must
be dialed using a 10-digit pattern. Key dates are outlined below:
The permissive dialing period for 10-digit local dialing
will begin July 26, 2008
, at 12:01 a.m. During the permissive dialing period, all local calls dialed from
West Virginia still may be dialed using seven digits - although subscribers are
encouraged to begin dialing 10-digits starting July 26, 2008.
The mandatory dialing period will begin
February 28, 2009
at which time all local calls dialed from West Virginia must be dialed as 10-digits
and 7-digit local calling will no longer be allowed. The statewide 304/681 NPA Relief
Plan will not affect rates or local calling areas. No existing phone numbers will
change.
Starting March 28, 2009
, customers requesting new telephone lines or services may be assigned numbers with
the new 681 area code. Again, activation of the new 681 NPA will not result in any
changes in Verizon rates or local calling areas.
